I want to install a new 220 plug in my house for a clothes ...

I want to install a new 220 plug in my house for a clothes dryer. I have no problem running the romex or wiring the receptacle. What my concern is, is installing the new 30 amp 2 pole breaker. Do I need to cut the main power to the house to do this? And how do I wire the new breaker in place?
